Problem description
The problem of preserving and restoring obsolete building stock in Ukraine is becoming more and more acute. A large number of public and residential buildings have outreached their lifespan or are approaching it. A very large proportion of buildings used today was built during the period of mass construction in 20th century, and has never been upgraded since that time. The poor state of buildings directly affects indoor comfort of Ukrainians, while leading to significant energy losses. Local authorities, having gained considerable financial authority after decentralization, are trying to renovate their local building stock. However, due to the lack of clear reconstruction plans, repairs in buildings are being carried out chaotically, without taking into account the right sequence, priorities and real needs of local communities. Development of the Strategy for thermal modernization of buildings is capable to effectively address this issue and become a guiding vector for local authorities for implementing the state and regional policies in construction, urban planning and energy efficiency of buildings.
Ways to solve the problem
Development of the Strategy of thermal modernization of buildings requires reliable data on basic technical, energy and operational indicators of buildings. That is why the Ministry for Communities and Territories Development of Ukraine started a pilot project “Creation of the National Database of Buildings” with the support of the German Society for International Cooperation GIZ GmbH and FIATU LLC expertise as technical experts on energy efficiency and energy efficiency financing.
At the first stage of the project implementation, regional state administrations of 12 regions of Ukraine (Kherson, Vinnytsia, Zhytomyr, Ivano-Frankivsk, Mykolaiv, Poltava, Lviv, Chernivtsi, Rivne, Sumy, Kirovohrad and Donetsk) were involved. Thanks to the joint efforts of technical experts and assigned state government and regional state administrations staff, immense work was carried out to create a database by collecting, verifying and filling in reliable and high-quality indicators on technical, operational and energy characteristics of buildings.
Results and benefits
The work has resulted in the creation of the unified source of the reliable date for the development of the Strategy of thermal modernization of buildings. As of today the National Database of Energy and Performance Characteristics of Buildings includes data on 6,164 public buildings from 12 regions of Ukraine.
One of the achievements of the database creation was the formation of energy efficiency ratings of buildings of 12 regional state administrations, which have already published data on their official websites:

In addition, the creation of the National Database of Buildings has become an unprecedented step towards the introduction of a complete inventory of public and residential buildings in a single system, which was not previously possible. It has proved the institutional capacity of the government to move forward, using systemic approaches to preserve the existing building stock, increase its efficiency and comfort for people.
