Implementation of Building Renovation Roadmaps for public buildings

Problem description

There are approximately 77,000 public institutions funded by budgets of all levels in our country. The average energy consumption of a public building in Ukraine is several times higher than in the EU countries. As a result, budgets of all levels spend billions hryvnias to pay for expensive energy, and the level of these costs is steadily increasing. At present, improving the energy efficiency of public sector buildings is a key task for the state of Ukraine on the path to climate and energy goals.

Considering the need to solve critical issues in energy consumption, the Law on Energy Efficiency of Buildings has been adopted. It defines the provision of an adequate level of energy efficiency of buildings, reduction of energy consumption and the provision of thermo-modernization of buildings among its basic principles.

During the study of the impact of repair works on the level of energy efficiency of buildings the need for new approaches to planning energy efficiency measures was identified. The planning has to maximize the available potential of buildings to increase their energy efficiency and avoid re-repairs, incorrect sequence of measures, etc.

Ways to solve the problem

Thermal renovation of buildings will be effective only if a competent strategic approach to planning and implementation is applied.  It is the kind of approach that is furnished today by the Strategic Renovation Toolkit, where the Renovation Roadmap is recognized worldwide as powerful tool for strategic planning and implementation of building renovation activities.

The concept of the Strategic renovation of buildings is a modern approach to large-scale modernization of buildings. The concept considers the building as a whole and provides an individual step-by-step renovation plan in the medium and long term perspective taking into account the needs of the owners / users of the building and the specific technical situation at the facility.

The main goal is to develop Individual building renovation plans, which are designed to raise awareness and create the framework for rehabilitation of buildings, which guarantees improved energy efficiency every time reconstruction takes place.

Based on the analysis of data from the Renovation Logbook and taking into account the specific situation at the facility, Individual Roadmap is a personal step by step plan for building’s renovation, which improves energy efficiency of the building and maintains the efficiency of all building systems in good condition during its operation.

Results and benefits

The availability of quality plans for the renovation of buildings is more efficient budget spending than the chaotic financing of repair works and it contributes to the sustainable maintenance of the building stock.

In accordance with Ukraine’s obligations to implement Directive 2012/27/EC on energy efficiency into the national legislation, all state authorities are tasked to demonstrate an exemplary role in meeting the minimum energy efficiency requirements. For that they have to save energy by renovating their buildings and applying energy management, energy monitoring and benchmarking tools.

Given the need to use a strategic approach to planning, Building Renovation Roadmaps with the phased implementation of energy efficiency measures were formed for selected state government buildings. This not only ensured the efficiency of the state government in the implementation of the Energy Efficiency Directive 2012/27/EC, but also became a demonstrative example of the implementation of the Strategic Renovation Toolkit in Ukraine. Information for the construction of Building Renovation Roadmaps was collected and processed by specialists of FIATU LLC.

After the state government buildings, the concept of Strategic Renovation of Buildings was rolled into the buildings of regional state administrations. It has become possible after the creation of the National Database of Buildings. FIATU LLC specialists collected information on energy and operational characteristics of buildings. Prior to that we provided detailed instructions to users on sources of such information. We analyzed the quality of the information collected and performed additional calculations to get a complete picture of the technical condition of buildings. We worked with subnational government database users, consulted them to correct erroneous data. As a the result of the collaborative work of more than 1 thousand medium-term plans for the implementation of energy efficiency measures for buildings of regional state administrations has been formed and published on their official websites. They are:

The roadmap as a building renovation plan has a great potential to increase the pace of reconstruction and the depth of the renovation of buildings in the long run, which makes a significant contribution to the achievement of climate and energy goals.
