Problem description
In order to fulfill its commitments to implement the provisions of the EU Directive “On Energy Efficiency” 2012/27/E and start the development of the Strategy for thermal modernization of buildings, the Ukrainian government launched the initiative to create the National database of buildings. It serves for accumulation of a wide range of technical and energy indicators for further use in energy efficiency strategic planning.
The National Database of Buildings has been gaining momentum since its launch in 2020.
Ways to solve the problem
The National database of energy and operational characteristics of buildings was formed by processing about 500 thousand indicators on public buildings of regional governments for a five-year period in 2 stages.
At the first stage, the regional state administrations from the first 12 regions of Ukraine (Kherson, Vinnytsia, Zhytomyr, Ivano-Frankivsk, Mykolaiv, Poltava, Lviv, Chernivtsi, Rivne, Sumy, Kirovohrad, Donetsk) were involved in the process.
At the second stage the National Database of Buildings was rolled out to 11 regions of Ukraine (Cherkasy, Dnipropetrovsk, Luhansk, Zaporizhzhia, Zakarpattia, Volyn, Odesa, Chernihiv, Khmelnytsky, Kharkiv, and Ternopil). Kyiv Regional State Administration is the final region to join the Government-led initiative and complete the creation of the database at the regional level. The work is under way now.
The process of formation of the National Database of Buildings was not easy and smooth, as the key success factor was the people in the field. That is why it became necessary to build users’ understanding of the importance and necessity of this process, transfer the necessary knowledge and skills. Thanks to the joint efforts of FIATU technical experts, representatives of Central and regional governments through effective communication, large-scale outreach and training, all obstacles have been successfully overcome.
Results and benefits
The results of the Ukraine -wide initiative exceeded the most daring expectations, as for the first time in Ukraine a unified source of reliable, complete and acute information on energy efficiency of buildings has been created. It will be used as a basis for calculating indicators for the Strategy of thermal modernization in Ukraine.
As of the beginning 2021, the National Database of Buildings includes 12,898 public buildings in 802 settlements in 23 regions of Ukraine.
