Pilot project with the Ministry of Defense of Ukraine

Problem description

The owner of more than 33,000 buildings and structures, the Ministry of Defense of Ukraine is a fairly large consumer of energy nation-wide. The Ministry of Defense spends more than UAH 1.9 billion annually on utilities and energy. To achieve reduction of energy costs it is imperative to use energy more intelligently, which requires analysis of the energy consumption of the building stock, identifying buildings with high specific energy consumption and creating a framework for further optimization. This motivated the Ministry of Defense to participate in a pilot project.

Ways to solve the problem

The experience of working with the Ministry of Defense was new for our company and turned out to be very interesting because the experts had to work with sensitive data. Due to security reasons, the Ministry of Defense had encrypted all buildings for further analysis. FIATU LLC experts collected data on technical and energy indicators for 400 anonymous buildings, identified 180 buildings that used thermal energy and analyzed their state of energy consumption. During analysis the experts assessed effectiveness of energy efficiency measures prior implemented in these buildings, their impact on buildings’ energy efficiency, as well as we identified possible energy savings.

Results and benefits

As a result of the pilot project, we came to the conclusion that the energy efficiency policy of the Ministry of Defense was not effective enough as the chaotic implementation of repairs in their  buildings had not generated expected energy savings. It was also determined that in general, the buildings of the Ministry of Defense, which were analyzed, had a significant potential to reduce heat consumption by 17% . This project had become a valuable experience for the Ministry of Defense, which allowed a comprehensive assessment of the energy efficiency state of buildings, and formed a clear understanding of a systematic approach towards energy efficiency.
